Are the 2 screws included the short ones? I find the extended post work better with shorts screws rather than the long ones

Yes. They have a part that takes up the space of one key that is an accessory loop which gives a place to add chain or more key loops.

Can I buy only the washers?

No everything comes together in this package.

Does this work with the Keysmart Lite?

Yes. I got the Lite at a tradeshow, and purchased this expansion pack to add the rest of my keys. Works great. Tip - the keys against the case itself will be tight and somewhat difficult to pull out. Just add a spacer and they will swivel out without a problem.
