Q: Will this fit a standard tub drain?

I would measure to make sure - you are using the word "tub" and they can have a different size drain. A standard shower drain is 4-1/4 and this snaps in. I love the one I purchased!

Q: This being out of stainless steel it should not rust but will it tarnish?

It is not made of stainless steel. It is made of chrome-plated brass, although the back packaging says otherwise (the front is correct). So far, mine is still shiny and shows no tarnish after seven months of use.

Q: Do you offer a similar drain cover exactly like this one only raised to keep the debris from clogging the water of our outdoor drain?

We actually purchased a hair catcher to go over the drain cover. It works great as we just pick it up and wipe it every day.

Q: Is the 4 1/4 measurement the outside radius or inside radius

I measure the diameter of the outside to be 4.22 inches.
