The USB is 2.0. I think you are referring to the HDMI video port which is HDMI 2.0. Using the 4K is possible but the frame rate is terrible.

Yes the raspberry pi 3 will be noticably quicker.The power supply needs to be at least 2.5 amps for the pi 3.There are some better alternatives to the pi, but more exspensive.

What compatible micro sd card is best at 16gb size??

I'm currently using a 32gb Kingston sd card which works fine. I'm sure a 16gb one would work just as well.
