Q: what current or power does the thermostat draws by itself without a fan or a heater?

Looking at the components of the circuit board, it looks like the draw current at idle (without power to the load) should be around 0.25A or less.

Q: Does it retain it's settings when disconnected from power ?

so this has not been problem I use it on incubators works really well for me and my needs

Q: What is the output control on this? just a relay? or pwm? i would hope with separate start and stop settings it is pwm...(start 0%, stop 100%)?

a relay sends the power to the pads. as for a pwm the box is too small house it. does have a programmable microprocessor to trigger a transistor that triggers the relay.

Q: Can the probe accurately sense temperature by only physical contact…for example, attached to the outside of a radiator hose or metallic fitting?

contact is best. but it measures that spot which might not be accurate for the heat requirement you want at a different location and truly is up to your application. and the heating pads/heat source should be your measuring point.
